The Presidential Amnesty Programme (PAP) has commenced the second phase of laptop distribution to its scholarship beneficiaries deployed to various universities across Nigeria for the 2024/2025 academic session.

The initiative, approved by the PAP Administrator, Dr Dennis Otuaro, is part of ongoing efforts to enhance digital learning, research, and overall academic performance among beneficiaries of the programme.

According to the PAP, the first phase of the distribution exercise, conducted between April and May 2025, saw more than 663 final-year beneficiaries receive laptops. That exercise also featured a physical verification and orientation programme for students resuming under the PAP scholarship scheme.

Speaking during the launch of the second phase on Tuesday, Dr Otuaro said the initiative underscores his administration’s commitment to improving the academic experience of PAP scholars and supporting their quest for excellence.

He explained that the laptop distribution fulfils a promise he made during his tour of partner universities in 2024, adding that the devices would help students conduct research, complete assignments, and participate effectively in digital learning.

“This gesture is meant to support our students in their academic journey and ensure they have the tools needed to succeed. I urge all beneficiaries to use these laptops responsibly and justify the Federal Government’s investment in their education,” Otuaro said.

The PAP Administrator further urged students to remain focused, disciplined, and dedicated to their studies, warning them against any behaviour that could jeopardise their academic or personal development.

Reaffirming his commitment to sustaining educational support under the programme, Otuaro said the PAP would continue to implement initiatives that promote human capital development and socio-economic progress in the Niger Delta, in alignment with President Bola Tinubu’s Renewed Hope Agenda.

He expressed deep appreciation to President Tinubu for his continued support for the programme, describing it as a reflection of the President’s genuine concern for the development and stability of the Niger Delta region.

Otuaro also called on the youths and people of the region to reciprocate the President’s goodwill by supporting his administration’s policies and programmes.

He assured that under his leadership, the PAP would remain steadfast in complementing the Federal Government’s development agenda and consolidating the programme’s gains for lasting peace and progress in the Niger Delta.
